I NEED HELP IN SETTING UP A COMMUNITY WIRELESS SYSTEM

I need to set up a wireless CCTV for two communities of 250 homes a piece, each home with three cameras,( 1 indoor and two outdoors.)
Clients will access their live videos remotely during travel anywhere around the world on PC/laptops and iphones.
Please help to determine cameras with clarity of video projection and reasonably priced equipment to strengthen and maintain signal output.
I am looking at one central monitoring station using a process with alarm monitoring and informing capabilities.
Please list items needed for the setting. Is it possible to complete the setup within three weeks ? Its a hot one.
A local police department has expressed interest in pole mounting surveillance. Can that also be monitored from same central point plus at their own site ?
