I have a client with a laptop running Windows 7. He is using a Bell HSPA Novatel U547 to access the Internet to views his cameras. The DVR is a NP-DXHD16. The HTTP and RTSP ports are configured correctly. He can view video on the laptop if he wired direct to a router in his home, or connected wirelessly. However when he uses the turbo stick away from home he cannot see any video. He hits the DVR, logs in and get the DVR page. However all camera screens are black, almost the same as you would get if the RTSP port wasn't configured. However, there is no error message. Any ideas?

I would make sure the RTSP port is open. You can do so using this tool http://videos.cctvcamerapros.com/check-open-port-forwarding-tool
