Are you sure the ports are open. You can make sure with this tool https://videos.cctvcamerapros.com/check-open-port-forwarding-tool

If they are reading closed I would first double check all of the port forwarding rules in the router to make sure you have all of the credentials filled in correctly.

Also if you have DSL or satellite provider and you are using a third party router in conjunction with a modem you will want to call them and ask them to bridge the modem to your router.
