High resolution web based software camera

I am looking for a recommendation for a camera to link to our Town website. It will be fixed viewing the town.

Requirements:

1. High resolution i.e. good quality image

2. Web based software. Allowing it to be accessed by users utilizing any browser, yet not having to be managed by the Town server.
